FSB是俄罗斯联邦安全局英语Federal Security Bureau的缩写或FSS (notification in the Federal Security Service)简称FSB/FSS。俄罗斯FSB通知英文是FSB Notification。是对电信设备的一项强制性认证制度。

2015年3月，俄罗斯联邦安全局FSB通知(联邦安全局的联邦安全局通知)已于2015年4月21日欧亚经济委员会決议第9号和第30号补充规定第2.19条(经欧亚经济委员会2015年10月6日第131号决议修订)规定了所有加密设备技术手段硬件或程序的注册通知。俄罗斯联邦海关总署2018年12月5日第14-57/76202号"关于加密(加密)手段”的信函，其中指出”如果运输货物的分类代码不在统一清单的指定部分中，或者运输货物的名称(特征)与受管制货物的名称不同，则货物不属于加密(加密)手段类别，其移动需要提交许可证海关。
